Try this:

SELECT this, that, theOther,
SUM(IF(SUBSTRING(myDate,1,10) >= '20080101' AND SUBSTRING(myDate,1,10)
<= '20080131', 1, 0)) AS `January`
FROM theTable
GROUP BY theOther

Problem was in parentheses
