The download from www.nfilter.org is one byte short  (see table below).
Some versions of Windows won't run executables that are one byte short.

What you can do...

A.  np-120.exe is a ZIP installer.   You can rename np-120.exe to np-120.zip, 
    open it with WinZip, and install it from there.

B.  Alternatively, download from one of these other mirrors where the files 
    are not one byte short

Here are what the downloaded file sizes should be.
