I see you've got links to another version now, but in case you want to
use the one(s) from nfilter.org:

The EXE file is missing a byte, but it's only a self-extracting zip
archive, and none of the files inside are damaged.  Use an archiving
utility to unzip it, and you can get to all the files you need to
install.
