You're possibly thinking of the "MSYS Supplementary Tools" which you'll find
at:
http://sourceforge.net/project/showfiles.php?group_id=2435
But that contains perl-5.6.1. (I'm not aware of a perl-5.8 having been made
available.)
You can, of course, run any Windows perl (including ActiveState and
Strawberry builds) from within the MSYS shell.
