For Win32 make, in other words the program shipped with MinGW as
mingw32-make.exe, there should not be any special requirements
as far as ENV vars.  The exe I mean is the one in
mingw32-make-3.81-20080326-3.tar.gz, the most recent release of
the MinGW/native-Windows make.

This is mostly true of MinGW. Unlike MS Developer's Studio
(msdevs), operation of the core tools in the MinGW toolchain is
mostly not ENV-var driven by default.  That's apart from the
crucial importance of maintaining the %PATH% ($PATH) correctly,
of course.  Mention was already made about mixing Cygwin with
MinGW and how important attention to PATH is, in that scenario.

Any particular requirements that you'll encounter with running
GNU make under MinGW should be covered by the general GNU
manual, which is accessible online at
http://www.gnu.org/software/make/manual/make.html.
