I cannot answer this authoritatively, but the licensing is intended to
be "GPL+exception," which is intended to permit static linking. See the
text at the top of a source file, such as
<http://gcc.gnu.org/viewcvs/trunk/libgfortran/intrinsics/associated.c?revision=133684&view=markup>
for the exact wording.
Unfortunately, I cannot be definitive because the FSF is deliberately
vague in these matters. The usual advice is to pay a cyberlaw attorney
a very large retainer and sacrifice a gnu to the free software gods in
the form of a sizable donation to the FSF.
By the way, the copyright holder of libgfortran is the FSF, so they
would be the people who would be suing you if you did something they
didn't like. If you have specific concerns, you should contact them.
They are good about responding, but in my experience, their response is
not always unhelpful.
