That's the impression I got too; xming is primarily intended to allow a 
WinXP+ box to act as an X server viewport, for X client applications 
running remotely, on networked *nix boxes, not as a toolkit for 
developing X applications to run natively on Win32.

It also didn't appear to support any Win32 variant predating XP.
