Afaik, xming provides only an implementation of the X server, no Xlib 
(what you call libX11) implementation for Windows (6.9 version of xming). 
I didn't succeed in downloading the latest 7.3 release (a password is 
required). I think there is an implementation of Xlib in the 7.3 release.
