I suspect that you're heading for a hiding to nothing with this one; if
the package can't be built --without-x, then it is going to have a very
torrid time in a native Win32 environment.
It isn't in MinGW's remit to provide services for POSIX or X-Window, so
you either have a major porting exercise ahead, to replace all the
X-Window API references with native MS-Windows API alternatives, or you
need an emulation framework. For your needs, you may do better looking
at Cygwin.
