I completely agree with that. If we could get a wiki for non-development
content started guided by a group of people who feel responsible for
organization of the content, quite some of the issues which were mentioned in
the original post could be addressed.

I'd like this solution, since information about features/bugs is already in the TODO/changelog on SVN.
I volunteer right now, but we just need to define how will this information be structucted.
Since it's aimed for non-developer user I think the the best way is create a wiki with relevant information about apps: current version, known bugs, corrected bugs, new features, coming features, next release. I think this will cover the information that Tom will want to know.

Something like this

Know Bugs
