i don't think you'll find much dissent.

that's the real question. and it'll come down to process and tools. what you 
suggest is a large amount of work. as much as any other sort of contribution 
that goes into making KDE. and probably just as valuable, imho.

as such it would end up becoming a "KDE project" in its own right.

my questions would be:

* which tools do we use?
* where do we get the manpower to do it?

honestly, i think a wiki with an editorial staff is enough for (a).
and i think (b) would be best served by a group of active and concerned 
mostly-users-but-also-contributors.

but again, that's just me.
